Major foodstore, Mountjoy Road

The proposed development comprised the construction of a new foodstore (6,350 sqm gross) on a brownfield site entirely within Omagh Town Centre. The site measured 4 hectares and contained a number of buildings including former mill buildings, a government office, housing and a church. The site is flat and close to the Camowen River.

The foodstore is single storey but proposed to be built on stilts with car parking underneath and at street level. The development was proposed to complement and enhance the food retail offer in the town centre, to retain retail expenditure in the town and to benefit the local economy through job creation.

Issues Encountered

The main issue that arose during the planning application process was the impact on the local roads infrastructure given that the site was in a built up town centre location. The DoE also raised a number of other issues that required to addressed as part of the application submission. These included visual impact, landscape, flood risk, sewerage and drainage, soils and geology, ecology, retail impact on town centre core, socio – economic, noise and air quality.

Our Involvement

Martin Kelly, under previous employment, prepared and managed the planning application through to approval to include preparation of an Environmental Statement to address the issues encountered. Martin led a team of consultants who were appointed to prepare a series of reports in order to produce an overall Environmental Statement to address all the issues raised in relation to the proposed development. An amended planning application and Environmental Statement was submitted to reduce the size of the food store in order to reduce the traffic impact of the proposal on the local road infrastructure. An additional access to the site was also introduced to mitigate against traffic impacts. The issues were successfully addressed and planning approval was granted in November 2012.
