MARM Factory Site

The proposal is a mixed use development to regenerate a substantial and prominent derelict 10 hectare site in Newtownards.

For over 50 years the applicant had successfully operated the textile factory Crepe Weavers on this site as well as numerous small businesses, offices, and retail activities alongside the textile business. The factory closed in 2005 and subsequent industrial uses ceased in 2010 as a result of the downturn in the market.

Through this application the same owners are ensuring that the site can continue to provide employment for the town of Newtownards and the surrounding area through a new range of uses. The development will create almost 700 jobs through business units, light industrial units, storage and distribution, petrol filling station, hotel, crèche, nursing homes and health centre.

Infrastructure improvements totalling circa £750,000 will also be taken forward prior to any development.

Issues Encountered

  • Compliance with the Area Plan and Principle of Development
  • Planning History
  • Strategic Planning Policy Statement
  • Flood Risk
  • Biodiversity
  • Late objections regarding retail issues

Our Involvement

The application was for the renewal of outline permission for mixed use development which was granted in November 2013. We undertook a programme of political lobbying with local elected representatives to ensure the economic benefits of the scheme were well understood including the fact that the majority of the mixed used development is for employment related uses with retail less than 3% of the overall floorspace.
